Randleman NC here....... I have not confirmedthis yet but something to consider. A friend of mine in Ocean Isle NC told me a LEO told him it was cheaper to be caught riding with out a helmet than it was to ride with a Non-DOT starting 2008. Just something for you guys to check on and might give you a laugh if it is true.
Its OFFICIAL...nwe NC helmet laws took effect on Tuesday.
Must wear DOT stamped helmet with one inch of padding. A skid lid or brain bucket helmet, call them what you want, will get you a ticket.
The "fine" I think is the same $25 Fine + $75 court costs. I find it hysterical that the passenger fine is $10 and no court cost. figure that one out... http://www.cba-abatenc.org/helmet_citation.htm
If all the people in complaining had banded together when we were fighting this bill, it would most likely not have made it into law. I personally like having a choice of what to wear, but now, according to the law we have lost yet another freedom to choose for ourselves.
Everyone: just because you personally wear a DOT helmet doesn't mean the law doesn't affect you!! They're taking away your FREEDOM to make the choice. Just because the choice is one you agree with doesn't mean you should give up your FREEDOM to make it!
I don't smoke but I'm against non-smoking laws. I would personally be more comfortable in a tavern w/o smoke, but I CAN'T STAND the government making these decisions for us! The non-smoking law affects my FREEDOM just like helmet laws do (and I wear a helmet).

OUTSTANDING reply grinner! I agree totally. I can tell you what might be coming next is what is happening in Puerto Rico right now. They are being told they have to wear approved (armored) riding gear head to toe. I don't know about you all, but August in NC is hot enough, but being strapped into all that, I would just pass out from heat exhaustion and I'll be DA**ED if they are going to dictate based on what I am wearing when and if I'm riding. Sorry, I guess that turned into a bit of a rant. So for now, the law is the law and we all need to fight this totalitarian BS before we all end up not being able to ride at all.

Agreed. Don't think that next there won't be seat belt and/or airbag laws for bikes and protective clothing requirments (jacket, gloves , glasses).
It's ridiculous that LEO's are looking in every car for seat belt use and now they'll be pulling over riders to check the padding in their helmet.
