Friend of mine just picked up a 2008 Ultra Glide Classic.
Under the lockable fuel cover he has no gas cap, just the fill port.
Should he have one or is that the design? Does not seem right to me.
If you're in a hurry at the station, it's easy to close the lockingcover without remembering to put the cap back on. I always place the cap on the seat so I can't forget it.

Even then I've had to fish the key out of my pocket to re-open the cover.....8^( Changin' to the lockable push button. Won't lock it, but it looks closer to original & I "could" lock it if there was ever a reason.
the 08s are now designed to use an official HD grease rag to plug the hole, or you can upgrade at a slight additional cost to a plastic gas cap with an official HD bar and shield imprinted on it.
My first fill-up with my 08 Ultra I ended up leaving the gas cap on the pump at the station....wasn't till the next day I smelled gas sloshing around that I realized it, naturally the cap was no longer on the pump....went to the shop and bought a new one...they said they keep them in stock because that is a very common problem.
I left mine at a gas station once. They are about $10 at your local Harley shop. When I talked to the parts guy he said they keep lots on hand b/c people lose them all the time.
