In California Lane "Sharing" is legal. There are times it is safer then sitting in traffic and times it is not....You learn the difference. It's also a matter of how you do it....if done properly, it is just as safe as any other riding.
The video is of a sports bike moving way too fast in many instances and using all lanes to split...which is also wrong. The general rule is no more then 10 - 15 mph over the speed of traffic. The general rule is also that you use the area between the two farthest left lanes.
You can see the difference in how the sport bikes ride and the Harley's on my way to work...The sports bikes fly by while the Harley's run in a line at a decent speed. I will say though that I have been buzzed by the LAPD several times and just can't keep up trying to follow them during asplit.
There used to be a guy on a yellow Goldwing that passed me daily but I haven't seen him in a long time...He was awesome to watch split with that huge bike...totally steady.

I split all the time on my commute - similar to what Bluerose said above- a few close calls mostly cages changing lanes becasue they either did not see me or did not look. If done carefully and with the many hazards in mind, it is really no different from other riding.
Yea Lane Spliting is a legal thing in California and if you ride in any major city freeway during traffic hours you would know why...
How ever like anything else in California there are Laws on the Correct Way to Split Lanes and that YouTuber would have had a few traffic tickets for that ride (been there done that in my younger days (lol)) - Bikes can also run in the Diamond Lane...
If done properly and with caution - it is a simi-safe way to get you there a bit faster - It is far better then to be stuck behind a smokin' cager for hours at a time (LA & OC No Cal traffic can add hours to you daily ride to & fro)
