I've had this same issue with Harley's Heritage bars on my Road King Custom.
Sound like some good ideas for a fix. I'll have to try one when I pull it out in the spring.

Yep....the problem is that they knurl the bars first and then chrome them (chrome fills in the knurl)...I peened (used a punch and hammer) the **** out of mine before putting them on......no problems now and oh yeah I'm using the stock riser clamps....Good Luck

Try cutting up a beer can (or Coke) and placing over the knurled section of bars and tighten up. No direct experience but I read it somewhere.

I had this problem on my Roadie with beach bars. I was more than annoying because with a good jerk I could move the bars several inches. I took it to my wrench and he put a 1 piece clamp on it but underneath he cut a section of thin rubber, like from an old innertube and wrapped it around the bars. They were torqued and I can literally stand up with my hands on em (I weigh 275) and they do not budge.

Just a thought.\

i used the emerycloth trick on my 18's and no problems yet but if they do move i am going to drill and tap the one peice top clamp and install some set screws so you can tighten them after installing the clamp. should work well.
