When solo I usually error on the side of caution and put it on before or right when it starts if it is supposed to rain a lot. Light spotty showers I don't care and will dry soon enough
However... I always seem so be riding with people who don't stop until we are all soaked through to the bone. Whats the point then?????

Actually it's usually a contest. If I think I might escape
the rain (or showers) I usually don't and as you can guess
I always get wet. Not sure why I/we do this. It's not like
it's difficult putting on the gear!
It always happens to me in the middle of a PGR ride. Ain't nobody gonna stop a funeral procession to put on rain gear...but we will make time to put it on to ride home, which may be a 200 mile ride or more. You may already be wet, but the rain gear keeps you from being cold AND wet.
