First, never usesta-bil with fuel injected bikes. Complete a fuel pressure test before taking anything off. Fuel filter should be changed every 50k, wouldn't be a bad idea. Sounds as if you have one of two issues. When engine work was being completed the battery was dis-connected. when re-installed and battery re-connected warm and cold idle settings need to be reset along with removing fuse afterwards. It is best to verify setings with Digital Tech or Scanalizer afterwards. The IDLE/WOT value should readYES after ISC steps are "0." Follow instructions in service manual. CheckTP voltage according to manual, as I am certain it is not correct. Sounds like the warm idle setting could be off.
If this is not the issue the other will be noted after fuel pressure test. Make sure the fuel tank is "half full" when performing test. Fuel line in tank might have a small pinhole in line causing pressure to drop. When tank is full, the hole will seal itself until level drops. This line can be replaced at same time as filter if required, so complete fuel pressure test prior to doing anything.
