get the bike nice and warm....so your pipes are hot...then get out the ez-0ff oven cleaner....spray it on a rag...DO NOT spray on pipes...if over spray gets on paint kiss it goodbye...but doesn't hurt the chrome...as long as pipes are hot should take the rubber off without a problem...I melted a rain suit onto my pipes once and this worked like a charm...no scratches or anything once it was cleaned off...
Read the same tip in American Iron. Only they suggested spraying on cold and letting it sit overnight. Said it would wipe right off in the morning.
The suggestion was to use Easy Off "Cold" as opposed to the kind used in a hot oven. The "Cold" is made to be used on surfaces that are not hot.
Mother's Chrome polish on cold pipes....apply with a teflon scouring sponge. Worked great for me...no scratches...came off immediately with very little elbow grease.

Yep, works great and you KNOW it won't hurt the chrome. I have wiped if off with just a rag and Mothers Chrome Polish. The polish has little micro scubbing compounds in it. Be warned, you may end up polishing your whole pipe!
