I am thinking if the sidewall of the tires are the same height as you have, you would be raising the rear by an inch and the front by 2 1/2 inches. Will you be changing or relocating fenders?

I don't think you would raise your front end if you get the right tire for the 21" wheel. Tire company data should tell you which tire is the proper width, aspect ratio (sidewall height, ie. 130/40X21 ) and overall diameter.
