We are the same height. I have a 30" inseam. I just bought a 2006 Ultra that the prior owner had lowered. It has the HD front springs and shocks installed by the dealer. Approximately 1" I believe, or maybe a bit more. Haven't been able to figure that out exactly. The point is with the stock seat I have more than flat feet on the ground. Your problem is the big seat NOT the height of the bike. I wouldn't lower it any more than you havealready. You will for sure start having clearance problems when doing any tight leans.
I put the Arnott Bisltien's on my SG. The rock! Pump them up and they ride as good or better than the stock air shocks. Drop them down and it's like having a reverse gear when backing up into a space! I have a 30" inseam and when they are dropped all of the way (won't want to ride that way though it's a hard tail!) I'm not only flat footed my knees are bent. System is really well thought out and install is a breeze. I also like the fact that they are designed so that even if they lose all pressure they don't bottom out. Cost about $700.00. Progressives are $450.00 to $500.00 per set. I can adjust ride height and comfort on the fly. No contest!

The seat is your biggest problem. I am 5'7" and the only thing I have done is have my Factory seat redone by www.meancitycycles.com . I am not flat footed but very close. He cut the sides, lowered the seat, pushed me closer and added 10lb. memory foam. Best mod I have done so far. Ride is great. I would like to lower the bike a little say around 1" over all. I am going to drop the rear 1" and see if that does it. It's good as is but I think it could be some better.
If you ride 2 up any at all you are taking a chance with the 11.5" shocks for bottoming out. The Progressive 412 shocks has only a 1 year warranty. If the 412's bottom out you will most likely have to have them repaired-they will start to leak. If out of warranty the cost is around $115 each shock.
I was going to get the HD air seat. I tried one and it raised me way too much. I could hold the bike up but could not back up at all, I was on my tip toes.
