got the parts book in front of me - page 57 - don't know which part you have left over. I suggest yougo to dealer and look at the exploded diagram - I don't want to steer you wrong, there are washers, spacers, seals, bearings, etc. and you could have any oneof those in your hand at the moment. (you didn't say if you pulled the bearings - more spacers involved if you did ... unfortunately,didn't go to sealed bearingsuntil 2000).
You are correct tho, on the left side, the Speedo driver and seal replace the spacer that is on the FLHR and FLHRCI for 1999.
ask dealer to see the 99 parts catalog. you can buy one yourself - Catalog # is 99456-99A - page 57, look for the part that you have left over.
suggestion - when pulling things apart the first time, take note where what goes where...
TGs got it right, the long spacer contacts a ridge on the axel and the axel sits in the leg.the spacer does not contact the front leg.
There is also alittle washer that has a ridge on one side, and that ridge goes against the long spacer and the flat side goes against the wheelbearin. Get a manual and make SURE you install them correct.
If you install these parts wrong you will put stress on the fork slide races and will cause undue wear on them. You just dont need a front end set up wrong!
Go to a HD shop and look at their parts book, there should be some parts pages somewhere on line. GET THEM RIGHT!

When all was said and done, I had this same issue and thought that something was definitely wrong.
