I have a 3 week old '08 Ultra that started to surge during idle today. I rode to work and back, parked in the drive for about an hour, got back on it go to supper with some other folks and noticed when I came to the first stop sign that with the clutch engaged, at idle, the bike would surge from 1k to about 1.5k. It would sort of go up and then down, up and then down. Not really fast, but say 3 seconds at 1k rpm, then slowly increase to 1.5k rpm... then slowly drop back to 1k rpm.
We rode on to supper at Logans (not bad ribs), got back on her, cranked her up.... no surging, no problems. Rode to service station, filled up and made a ride through town, stopped a few more times and no surge, no problems.
There is a chapter in the 2008 Touring Model factory service manual that addresses this issue. There is a procedure where you can correct a high idle by turning the ignition switch from off to run I think 4 or 8 times with a few second pause in the off position each time. It must be done with the kill switch in the run position as well. Thing is though......this is for correcting a high idle....not the surging you describe. As MACK said though.....I have have heard of the DL to remedy the surging problem works well though.

I think I will make the ride to Horn Lake tomorrow. I was trying to old out for the 1000 mile service, just have nearly 800 miles on it in 3 weeks. But alas, it's 100 mile ride to my dealer.... might take the long way and take care of the 1000 mile service and this problem at one time.
Read about the engine idle temperature management system in your owners manual. It will tell you of some options in regaurds to the idle issue you have. This may be you fix.

I was close to Tupelo this weekwnd. The wife and I road from Louisiana to Tuscalousa, Alabama Friday and came home Saturday. We stopped at Chunky Harley-Davidson in Meridian, MS on the way. The bike did great! We road interstate all the way.

Glad you had a great ride. I haven't been down to Chunky River yet, but scheduled to ride in the Dixe Thunder Run at the end of this month. Ride from Tupelo to Meridian, spend night, then ride to Biloxi the next morning. It benefits our local 155th National Guard families. Great cause and fun ride.
