Call your nearest HD dealer and request a lock set for your bags and give them your key number. \\; The key number should be located under the black plastic on your ignition key. \\; If not, have them run your vin # and get your key number. \\; Then install lock set and you will be all set...

I had a saddle bag lock fail, It took a little over a week for the replacement to come in. The dealer can order them with the VIN number of your bike, if the ignition lock haven't been changed out to a different key.
Mine was covered under warranty, so I don't know the cost, but the locks came in pairs with two new keys. So I now have a spare lock and spare keys. \\;

I went to my local locksmith and he did it for $15 a lock.
I did have to go to a second locksmith, the first one said he didn't do barrell keys.

I think a lock from Harley is $25, but will take almost two months to get one matched to your VIN number.
Why I don't know. It took my local guy about an hour to do two locks.
