I always keep a toolkit in my bag and have used it several times. Especially on my previous 96 EVO RK. I just got a new 08 FLHT but didn't get a toolkit with it. I need to ask the dealer if I was supposed to.
My '07 SG came with a rudimentary tool kit, and I've added to it, mostly spare tools I had in my tool cabinet. I thought out what I might need in an emergency and went from there. Essentialss include a tire-plug kit and a small electric air compressor that plugs in the cig lighter. That pump has gotten my azz out of a crack twice so far in about three years, as has the tire-plug kit. Another item I always carry is a spare H4 bulb.
Since the standard HD kit is too small fit many more tools, I bought a small tool bag to fit it and the extra stuff. I put a small towel under it to keep it from banging around and I've had no problem with it sliding in the saddlebag (that I know of).
No toolkit with my Dyna or RK (used) either. I have the Windzone Essentials kit and carry it with me wherever I go. I've even put it in the car on a long trip, you never know and I'd hate to get stranded because I don't have a screwdriver or other simple tool.

Wish mine could slide around in the saddlebag! I have my chaps, rain gear, tool kit, suspension air pump and tire gauge in my saddlebag at all times. Mama's chaps, rain gear and first aid kit in the other side.
