I guess if I was in your situation I would not go in with an attitude and blow up at the dealer. Remember it not there fault. Wait and see what they have to say, and then you will probably have to blow up.
Keep pushing for a buy back, you may need to call Harley customer service and deal with them instead of the dealer.
They may offer to repair it but they won't buy it back because it is not safety related. My .02 cents but after 35+ years in the auto industry I think that will be the answer.
Powder coating is a process where it has to go into an oven and be baked until the powder liquefies and forms a protective coating. It may be possible to do a section, but the bike would need to be totally stripped down because of the baking process.
If one section has turned loose I would want the entire frame sand blasted and re-done as more problems may happen down the road. And because the bike is totally stripped I would bet any powder coating shop would do the entire frame, and not just try to do one spot.

that coating could be an electrical ground fault point or acid residue
left in the frame before coating.. If this is the case you should
inspect the entire frame for bubbles in the coating and cracking..
Rust is a fire in metal and the metal has to be sealed to keep it from (burning up) rusting thur.. I have seen rust like this accelerate very rapidly.. again.. Demand another bike!!
