I remember a rider once telling me (and showing me) that he mounted his E-Z Pass (for tolls) on the inside lid of his hard bag and he said it worked fine from there.

Are you guys saying what I think you are saying? Mount it actually inside? I can't believe it, I just got three tickets and I held the darn thing up as I rode through. They cleared once I proved my account was up to date. The bottom line is I used the thing about 10 times in three days... and it failed three times. How does it read through the bags?
