The rotating the rear tire can be for two things. If you dont have the oil pump alignment pins, you can install the oil pump, and then as you rotate the rear tire with the trans in 6th, the oil pump will turn and "self cente as you snug it down. The other time you rotate the rear tire is to get the lifters on the base of the cam so you can adjust the pushrods.
The 07's asr a snap to put cams in. What will take the longest is getting the exhaust off so you can pull the cam cover. Snip the stock pushrods, go with a set of the HD tapered easy install pushrods.

It all equals out if you are paying to have it done. You can either pay 2 hours labor or buy an extra 120 bucks worth of parts to save labor time. However, a shop is likely gonna tack on an extra hour of labor for having to adjust the pushrods. The one surefire thing about using the stock rods is that you never have to worry a locknut loosening up and leaving you on the side of the road......Been there, done that.
Well I got the estimate from the Harley dealer today, after talking to the right guy and talking about the quick change push rods the labor charge changed from $444 to $220.
So that is reasonable and I'm going to have them do it.
