Sometimes the actual repair bill exceeds the estimate. The insurance company decided not to total the bike based on the estimate but paid the repair cost (which may have exceeded the value of the bike).
I don't know how the body shop ended up with it (and the title). They should have gotten the check from the insurance company.
Maybe the bikes owner didn't have insurance and refuses to pay the bill or the body shop bought a salvage bike and repaired it.

I think there's more to this story then your friend is telling you. The numbers just
don't add up,minimal damage and they have 10K into it. No way.
