2003 Ultra, have RAM Mount for iPhone. Have a flush mount cigarette charger for iPhone so when turning left, power cord plug won't rub bike. When I plugged the charger into the factory installed cigarette lighter, nothing. I double checked the charger in the car and it worked. I grabbed another accessory that uses a cigarette lighter and nothing. Okay, the lighter plug has a blown fuse. Checked all of the fuses in the fuse box on the left side of the bike, under the panel, and all fuses are fine.
Am I suppose to look for a different fuse block? Is there some reason the plug is not working?
The cig lighter is not powered unless the ignition is "on" or in the accessory position.
If it didn't work when it should have, try a continuity tester or test light to confirm the cig lighter is not working. If that's the case, you will need to pull the fairing and check the electrical connections on the back of the cig lighter.
my 09 ultra... the metal tab inside that clips around the bottom of the cig lighter was bent and shorted out the fuse the first time i pushed the cig lighter in. was aggravated that the dealer didn't catch that prior to delivery. oh well, it was a good excuse to pull the fairing cap off for the first time... :-)
Assuming 03 cct is the same as 08 cct for this particular aspect, firstly HarleyPingman is correct, ignition must be on. If that is the case and still not working, the fuse on the 08 cct that affects that is called "P&A - 15A", it is a 15A fuse in the main fuse box.
There is an orange / red wire which is the ignition switched live wire and this feeds the cig lighter. You can test if this wire is going live when switching ignition on without removing the fairing, as this is also connected to the accessory connector. A meter between that pin in the connector and a good earth should swing between 12V and 0V when you cycle ignition on and off. If that is live then fuse is good and you have a dodgy connection on the back of the cig lighter so fairing will need to come off. Incidentally this could just as easily be a dodgy earth as opposed to a dodgy live.
PS, for exactly the reason you quote, I wired an additional cig lighter socket inside fairing, used the Orange wire from the Accessory switch and plugged my satnav in there. I think plugging an accessory in to the factory fitted cig lighter is not a good idea
Thanks all for your suggestions. BTW: yes, the ignition switch was turned on. I want to double check that particular fuse. I can't remember for sure checking that one because the book didn't say what it was for and, because of the ambiguity of the labeling, I thought it was part of a security system or something. (Don't ask me why). If the fuse is still fine, I will remove the fairing. Is it simply the serious of screws located around the edge of the fairing, on the riders side of the fairing, as well as the 3 that hold on the windshield? Anything else I should know when removing the fairing?
If it is anything like the wireing on the 07's if the fuse is blown then your turn signals and brake lights will not work either. they are all on the same fuse.
Had the same problem on mine and it was the fuse. I checked the one that I thought should be it according to what the manual said but it was fine. I checked all of the fuses and found it as described in the previous post. Good luck. There are actually 7 screws on the fairing. The link will show you but 3 across the windshield, and two on each side - one almost at the bottom of the fairing and one at the bottom. You will have to turn your bars all the way to the other side to bend down and see the bottom screw.

i bet a burger and beer the nut that holds the wire to the back has come lose, not that stuff always comes loose or that this happened to me - i soldered the nut after i tightened so it won't happen again, not that something else won't come loose!!!!
