I would check around any area that was dismantled by the dealer before you got your bike. I can't tell what size the bolt is from the picture, but HD don't seem to use many button head bolts in critical places.

It holds the doohickey to the thingy that supports the duma flawchy. Who knows just start searching for the open hole.

Under the seat on the fender, there are 2 bolts with nylon washers and nuts. These were both loose on my bike when I got it. Maybe one of those fell out.

That's like hunting for a needle in a hay stack. Walk around the bike very slowly and I do mean very slowly and look for the obvious. That's a rough one.
