The link to the service bulletin is dead. HD threatened legal action. It's Service Bulletin M-1185. I have it in a PDF but can't paste it. I'll be happy to email it to anyone who wants it.

Just got my 06 SG back from SeaCoast HD. I had a surging issue at 2000 RPM and cold start problems on warm days. Injectors fixed Cold Start Prolems, brought it back because it was still surging. They updated the ECM map to the 25 degree injector map. All problems solved, did not cost me a dime, all work covered. Find a new dealer.

When I took my bike in for the 1k service, the front brake was squealing and I was experiencing some surging at rpms less than 2500. The service manager told me the brake squeal was due to dirty rotors and that I should keep them clean. They began squealing before I got home that day (14 miles)! He told me they couldn’t duplicate the surging and didn’t think it was due to the 8-degree injectors, so he thought I must be lugging the engine. He told me that the BT engine doesn’t like being run at less than 2500 rpms. The battle is not over, but da*n I hate having to go back to the service department as it usually takes 2 weeks just to get an appointment!
