California has already made some movement on this, being the first to ask for more control over vehicle emissions from the federal government.
Some police stops are already checking the EPA noise db level that is supposed to be stamped on the muffler. I have Screamin' Eagles (64985-07A) and they have that stamp saying that they meet noise emissions for 2007-2008 FL series.
Now, to My brothers/sisters that call to their rights as riders...I do believe in freedom to choose what you ride, what you ride with, and how you modify your ride. But it is the minority that makes these laws necessary...some people just don't get it! As long as motorcyclist's are the minority in this country...and the minority of that group make the most noise (sorry, bad pun)...the riding majority will be stuck with these laws 100%!
Now as far as that debate about loud pipes saves lives...that's really a 50/50 call. Remember...we have more older cagers on the road now. By 2012 a good portion of our cagers will be 65 plus. Which could have a swing on hearing issues...so...loud pipes or not...you might not be heard. How about our cagers with loud sound systems...windows up...system thumping away...you're not gonna be heard. Some of are so self absorbed while driving in the cage...thinking about the days problems...talking on our cell phones...wondering if our economy is gonna crap and if we'll have a job tomorrow...you loud pipes won't make a difference if the cager is NOT paying attention!
Now...this is not a slam on loud pipes...some do sound totally awesome! I don't mind the low rumble of My Monster Ovals...or the bark of some other pipes above the norm. I have major hearing loss due to My service. But to the non-riding masses, some people think even those are too loud!
Let's not forget the insane ability of a rider at a stop that has to draw attention to himself by revving his/her engine and just creating noise to create noise. This Myself I'm guilty of...why...cause My Monsters sound so great. But to the cager next to me...they might find it offending. Our Crotch-Rocket brothers and sisters out there are just as offensive at times. And I do believe most of us with after-market pipes have made a scene like that more than once...it's in the blood...gotta hear those pipes!
But...it's because of this that these laws are coming into effect. The masses just don't get what we do. They don't understand the rush and excitement of the ride or the sound that is part of it.
So, I guess this just leads to the request to ride responsibly. I'm not gonna get on too big a soapbox...but we can see by the idiots in Myrtle Beach (we all know the real reason tho), one of the issues they brought up was noise and enacted a law just for that! One of the easiest things to police up if you have the right equipment and a well written law(some laws are extremely poorly written and challenged easily).
Let's hear everyone's view on this. I'm interested to see them this eve after I come home from my ride to Ft Knox tody to visit a good friend!

I just don't understand why those kids in their Honda Civics get to have a cannon for an exhaust and they whine down the road for miles, but my V&H pipes that only make sound when I open the throttle is considered Noise Pollution.

What about all the trucks with the daul exhaust with after market mufflers?
In ca, the bill they are trying to pass is retroactive backwards to bikes year 2000 and newer.
When is the last time L.A. had smog alerts? When is the last time you could not see across the valley because of smog?
Each time they smog my bike, I will ride it home and put my after market system right back on anyhow, f--k'em
