Personally, I don't think it has anything to do with a redesign, actually. The real cause was the popularity of the hinges and HD realized they were under-priced at $45. No doubt we'll get an -08A version of the hinge; HD will say they have been redesigned and they will be different; but, they will be $55 list price.
I recently installed the hinges on both an "05 King and a chopped tourpak, neither of which the hinges are supposed to fit. It would require a minor change to make them fit many more tourpaks. I believe after the first ones are gone the redesigned hinges will be back.
