Usually that means the rotors are warped. Warranty.

Yep, about the only thing it could be is warpped rotor. Had a like problem with rear brakes a few years ago. The dealer took rotor off said they cked it but it was fine and put it back on. Sprayed it with cleaner and it lasted without pulsating about 2 miles till the cleaner was off it. I took it back told them to change the rotor anyway at my expense (bike out of warranty) problem solved. If its under warranty and they say rotor is good but after them trying to repair if problem persists, offer to pay for a rotor with the understanding that if the issue goes away you get your money back if it goes away. The way my dealer was checking the rotor was to put it on a flat surface and check it, go figure.

Tom from http://harleygoodies.com/ here. If your rotors are warped it will feel like that. Have it checked out or check it yourself. Put the front wheel up and spin it and watch the rotor. You should be able to see if it is warped.

Tire cupping or other unusal tire wear might produce pulsating while braking, maybe just a thought.

Mine did that once upon a time but disappeared. Ain''t sure why. Could be trash in your brakes. Try blasting area with high pressure hose pipe. ????

You might need to clarify, I don't think most people here ever heard of a "hose pipe", I'm from Alabama also so I do know what it is. Every time I've ever said hose pipe to anyone from up North, between the laughing, they could barely ask what the hell is a hose pipe.

Well, mine did this and my head bearings needed to be tightened.. Also, if the are warped and your dealer says no-go, call Harley direct and make a formal complaint...
