i took the license plate bracket off the grab bar and installed some LED on it that light up the plate and mounted it on the fender just above the bumper. I used the power from the fender tip light to power the LEDs. I got a chrome cover to cover up the license plate light thats in the old tail light. I then cut off the grab bar and I'm in the process of filling the holes in the tubes with some spikes (pike nuts) i got on ebay.
One option for filling those holes is using the magnetic covers for the detachable hardware lugs

I think JollyRodgers solution looks great too! Jimmy if you want to keep the wide signal bar with pancake signals maybe you can just order the RK/FLHT std lighted signal bar and plate bracket and transfer the signals as it might save some dough. That was what I was thinking about just haven't price out parts yet.
I've got an Ultra but wanted to move the plate so I could remove the trunk and prefer the plate below the taillight. I also wanted to keep the marker light at the bottom of the rear fender.
I sized up the SG plate but that wouldn't fit with the marker light according to the measurements I took. The SG doesn't have the marker light. You may not as well. It that is the case the SG setup will be the easiest but cost $$$.
I instead made my own plate holder which mounts as the stock SG holder, under there tail light using the stock holes but holds the plate higher so the plate fits above the marker light. (I basically copied the JPcycles plate linked to earlier.)
You could use some sort of LEDs to light the plate but I bought a clear marker lens and cut the top out of it. I used this for a clear window to be glued into the red marker.
You could also get LEDs for the marker light but being cheap I choose to make a double 94 bulb socket using some PC board and sockets salvaged from old GM dash bulb sockets.
Since I had the metal used to make the plate holder as well as the electrical stuff total cost to me was for the clear marker light which I bought somewhere on the we for about $3. I actually bought 2 clear lens and shipping was $6 so total investment was $12.
First picture is the relocated plate. Second is hard to see but an attempt to show the plate holder which is black and mounted behind the tail light ala SG. The third photo shows the top of the marker lens with the clear window. The fourth shows the dual #94 built sockets with bulbs in the stock socket.
