>> The air baffle is not standard equipment on the 2010 models
........ oh man, i know it's a real small thing, but added in w/ no cruise control, no speaker switch, no real windshield, less suspension travel etc.... there's just more & more reasons to hang on to the '05

That really makes no sence to me as to why it would not be standard equipment on the 10's. That will probably solve a lot of peoples problems.
The stock 07 RG windshield 11" sucked, got a clearview and that works great, i now have a drag specialties clear that is the same heigh as the new 2010 RG custom and have no issues.
The quick detach windshield on my wide glide has to be in just the right place or i get buffeting also. You just have to fing the right height windshield also the stock taller windshield from HD suck cause they are too verticle and too far away the clearview or other aftermarket windshields are angled back more towards the rider then have a kickup at the top. riding with the 4" should be like riding with no windshield. I'm 5'11" and I have no buffetting with my 4" windshield. I could see if you're shorter you'd get buffetted by the short windshield though..
Had a 12 inch Klock werks on my 2010 FLTRX when I bought it new. Purchased stock height clearview with RC ,much better. Could wear half helment then with no problem. Just put on a set of hogg chopps now can wear a ball cap in a 25 mph cross wind. I am six foot tall and can see a couple of inches over the windhshild. The hogg chopps flow about as much air to my LOWER legs as the harley vented lowers with the vents removed. They stop the updraft but still lets some air pass through low.
If you are installing an air baffle on a 2010 heres a tip. I learned this the hard way which I wont even go into. Buy a tap and make sure you tap the holes out before trying to put the mounting screws in for the air baffle. These holes are full of paint!

I have a Clearview (GT Small - to me it's not that small) with a couple thousand miles on it and took it off. Not because of buffeting but because it's too tall. It worked really well except the top edge is directly in my line of sight (I'm 6 ft.). I like to look over my windshield a couple of inches. I have to get mine cleaned up and sell it. I don't know if I'll ever find a shield that stops all the wind.
Thats why the RG comes with the fork air baffle. It blocks almost all the wind comming up through the inner faring were the forks are. Take a look at your bottom triple tree and youll see it.
I don't have to look, I know its there, but it still lets the air in. Put your hand over the holes when your doning 70mph and you'll see.
Well..I'd start with the air baffle since it supposedly isn't standard equip. I rode my friends stock 09 road glide and the buffeting was atrocious. My 09 RG has lowers and 8" KW and I don't get any buffeting whatsoever. I get wind on the ears but no buffeting (i.e. pounding air pockets). I'm 5"11". I would think a 12 KW or Cee Baileys, air baffle and lowers would solve most of your problems.
