Another vote for setting it on your seat. I've always done that and never forgotten one cap. Now on the other hand, i have tried to top off the tank too much and spewed gas all down the tank. Dangit!

Not real sure but I would think it has something to do with emissions & it is trying to keep it from getting on the ground. It also might be messing with a sensor of some sort. On a cage it would be in the EVAP system (charcoal canister filled with fuel) but am not sure if the motorcycle industry is subject to that. Hope it helps.
