I have an 08 RK Police, the front has a what i'd call a partial floating rotor...when i lighty hit the break i swear i hear what sounds like a little one time "click" or "tap" sound...anyone else or am i just crazy?

+1 on the brake caliper spring, this is totally normal, all brakes that don't have a monitor spring have this problem even cars, honda acura toyota never do this they have been using those springs since the 80's. But before i drive one of those I would rather click my brains out.
When you back up ( say out of the garage ) and hit the front brake, the pads slide back in the caliper. Then the first time you stop going forward, they make that clunk or click sound as they slam back forward.
