Let's not kid ourselves. Fuel injection was only implemented across the board to meet increasingly strict EPA regulations. It wasn't done for the benefit of the rider.
Now there are some bikes I'd prefer to have injection on, such as those with 4 carbs. But it's far cheaper and easier to make a Harley v-twin run well when it has a carb.

You are absolutely wrong about the fact that a carb will run better than EFI.
A carb has 4 circuits divided by 2 cylinders. EFI (with a SERT/SEST/TTS) has 248 "circuits" for EACH cylinder. That makes EFI 124 times MORE adjustable than a carb.
Thats like comparing Atari pong to Call to Duty, there is no comparison.
EFI is way better than a carb, in the hands of someone that knows how to use it. But then again Ive worked on bikes that had thier carbs TOTALLY f'd up by that last guy that worked on it too!
The very complete listing of parts by the gent that did his '99 was what I used on my 2000 RK. I did go with a Mikuni 42 and Crane Hi-4 TC ignition. If I did it again I'd use the SE ignition, and still may. The Mikuni has some slide rattle, but that doesn't bother me. The flat-slide throttle response is by nature crisper than the CV, but the SE (44?) CV is a great choice also.
After 35K miles of dicking around with the MM, Power Commander, Techlusion, etc, I made the change. 30K miles later no regrets. I have the 95" big bore and Andrews 26G's and the carb really woke up the motor.
To me a carbureted bike has more of a direct mechanical feel to me the rider. I agree the Delphi bikes run wonderfully, as does any FI automobile. For the fun-factor of riding my Harley I prefer a carb. Life is short, do what makes you happy.
Interesting. I have a 2002 Road King (same engine) and I want to go from Carb to EFI.. maybe we should get together? I want to go EFI for fuel economy, I ride my bike 400 miles a week to work, so I could use the couple MPG.

That's the key sentence. You've got to buy an EFI device and get the help of a good tuner, even if you're just changing the AC and mufflers.
If you just wanted to swap the AC and mufflers on a carbed bike you just had to change a jet. Took all of 10 minutes and cost a buck....
After changing the exhaust on my bike it took about 2 minutes to hookup a laptop and download the new map to the PCV. Didn't even have to get my hands dirty. No cost for the new map
