Can you use tbw handlebars on non tbw bikes.

Yes. The only difference in the bars is the tbw bars have a notch cut out on the end to fit the twist sensor

 

,,,and on a flip side you can install non TBW bars to a TBW bike if you notch the end of the bar for the TBW control as well as run the wires thru the bars. I modified a set of heritage bars this way for my RG. A dremel cutoff wheel makes good work of it.
