My wife has short legs and has this problem. When she puts her foot on the passenger foot pet the bag guard cuts her across the calf. I have raised them to the highest adjustment and it's still not enough. I suggested she slide her foot forward but that does not work due to short legs.
Do the Comfort Profile Guard Rails work on your bike? Designed just for what you state... tried to find them at the H-D Catalog online but of course using their search engine brings up everything EXCEPT the guard rails I'm thinking of... can't find what I'm thinking of on eBay either. These guards are more for giving you more room under your theigh, I guess, not so much at your ankle.

the comfort rails won't fit 2009-10 flhtcu.
there are a few options to raise the floorboards. HD offers the 2" raised brackets ~200.00. Kuyaken offers 300+ <-- lol.. robs you for their 360 degree and raised boards. i'd love to see a company take the lead and fab a 2" raise for a reasonable price.
my wife is 5'00" on a good day with heels. she hates that guard.
we'll see if i will shell out 200+, or just get a quieter, i mean cooperative, i mean taller wife.
Go to Kuryakyn.com and look at their adjustable passenger footpegs. The boards stay on and the pegs offer three (really only two usable) positions. If you search the threads you will also find a ton of recommendations for these.
I had the same problem. I bought a set of retractable pegs that mount onto the floorboard bracket. They will lay back flat toward the saddlebag level with the floorboard when you dont want to use them, or move forward and lock into two different positions. Made by Kuryakyn. They were about 200.00 . The only thing to look for is on some bikes the floorboard bracket might have to be change , should work with the stock brackets, but it will give you the part number of the bracket you will need. If you want any pics just let me know.

While I recognize that it states that they wont fit but I do not always trust the fitment. The saddlebag supports like a street glide, that doesnt have the guard rail as well says that it doesnt fit a FLHRC but I know several people that have it. I would try either the comfort guard bars or the saddlebag supports like the street glide. ALso the kuryakyn things do work.
