Difficult for a typical CB repair shop. The Module communicates with the Radio via a CAN BUS data system. Without this BUS, the CB will not even turn on. Without a way to determine wether or not the data is correct, you'll be chasing ghosts.
Midland never repaired those modules directly for customers.
Your HD dealer should have an exchange program for them, or you can check with Iron Cross Audio

My local HD dealer has no way to check a cb module. All they do is plug in another known good module. If it works they send off the bad module for a remanufactured for $175 plus labor to install.
My question is, is there anybody that sells used modules?
The guy I wanted to work on mine (Clay's in Weatherford Tx) said he couldn't do it because he couldn't get a schematic. I wish someone could get one posted. I've had 2 different loaners while my bike was back & forth in the shop. A 2012 Road Glide & a 2012 Ultra. One of the CB's worked intermitantly & the other one worked poorly. Everyone talks about how far out you can transmit. RIGHT! It don't matter when your sitting next to truck scales or a cop running radar & you HEAR NOTHING! $25 K & thats what you get? I've even put on a full blown, ugly *** antenna. Sometimes I can get some static & distortion.
