Had it on the lowest setting and it stayed at the .3, will try other settings to make sure. I really don't have an idle issue, my prob is with the cruise. Real touchy, won't hold with both wires connected but if pull the front one then it works great except then it won't disconnect on throttle roll off, have to hit brake to disingage. Would it being bad affect this? Dealer couldn't find what was wrong but don't know if they checked it or not.

I was reading an article in American Iron about a guy who was having issues with bike having a miss at around 2500 to 2800 rpm. He found that his TPS was bad. I am having the same issue at low cruise speeds of 15 to 35 mph. I decided to check my TPS. I removed my TPS, took my multimeter and put the leads on the B and C connectors. I get a reading of 2k ohms, as I turn the TPS with a screw driver the ohm's start to go up. The resistance rises to about 2.2k ohms then drops down to 1.95 K ohm's, then steadily falls to .7 k ohms at wide open. I do not have a Harley electrical manual, but I do not think that the spike in resistance is correct.
The Harley check is with the ignition key on and motor off. With a DC meter, it should show 0.20-0.80 volts with the throttle closed. Wide open should raise the volts to 4.0-4.9. Coming off closed to WOT should be a smooth linear rise. Not sure how to translate it too ohms like most car manuals show but I bet if you change your meter scale to a higher value, you should see the resistance change. When you say throttle by wire, are you referring to that or to throttle by cable?
What year is your bike? My cable doesnt have any elec components on it.
Was looking at some other posts and apparently what I'm looking at is not the tps, it is on the throttle body yes? Its an 07 ultra. Has cables and on the one cable is a round plastic deally with 2 tabs and 2 wires on it. Apparently it is just for the cruise control. I do not have a manual so if anyone else has same year bike with cruise, let me know what it is. Thanks.

I had the exact same problem. Would show up when I washed it, after it dried out it would be fine. Took it to the dealer while under warranty, but they 'couldn't replicate it'.
I narrowed it down to the roll off switch and just unplugged it. It's been unplugged for years now, I just got used to not being to roll it off. '07 Street Glide.
I know that the throttle cable adjustment is very critical on how this works. I just never tried to see if that would help.
The TPS is on the left side of the throttle body on my '07. If you stand on the right side of your bike facing the air cleaner the TPS is on the left side of the throttle body. remove the air cleaner set up so you can get to the TPS, remove the electrical connector and then the two screws and replace the unit with a new one. I believe the book tells you to put a light coat of motor oil on the o-ring. The TPS cost about $40 at the dealer. Easy change and fixed my high idle issue.

Mine has taller bars and longer cables so maybe what my prob is. Yes I also have the one wire disconnected and it works just fine except for the roll off.
