None of the part nos. you list will have the antenna mast/holes according to the product description at page 384 of the P&A catalog which refers only to the FLHX tour paks as having the "pre-mounted antenna base."
The '06-'08 models will be plastic, but with different mounting holes in the tour pak bottom than the '09 and newer tour paks to accommodate the different mounting racks/hardware used.
As to why HD lists different part nos. for the FLHR and FLHT for '06-'08 but combines them for '09, I have no idea.
My '03 had fiberglass bags and my '08 Street Glide has ABS bags. The fiberglass was way more stable. My saddlebags flex and shake bad at the mounts. I imagine the same is with the tourpac. I would go with fiberglass.
