The nuts are probably loose. they should be just a little past finger tight. To tight and they won't work at all, to loose and they jam and turn to far. Finicky little SOB things.

I've seen that issue on several bags where the latch just won't shut. It had nothing to do with the lock itself, the tab that locks the bag would interfere with the plate it has to move through to close the bag. If you get under there and watch it real close when it won't close you will see where it is hitting. First time I saw it the guy filed off a little bit of the tab and cured the problem, but when he locked it, it wasn't very secure. The next time I saw it, we decided to dremel out the plate a little, problem solved. I've done several others that have had the same issue, it is a very minute amount. I just lived with mine, whenever it hung up, I just reached under and touched the latch, it moved just enough to close easily.

My bags have a similar issue. It's the pin that threads through and connects the two half pieces of the latch. The pin itself tends to vibrate and slide out, which pins the latch closed. A small dab of lock tire on the end of the pin solves the problem.
