Do you have this wobble with both hands on the bars? Mine will sometimes do this if I'm riding no handed at slow speed, but I think nearly everyone I've had would do it. Taking hold with both hands will stop it. With that said, I can bury the speedometer with no problems.
I don't have the wobble on mine but I have had it on others. It Usually turns out to be the tire when you have a low speed wobble.
Just try this as a troubleshooting measure only, add an extra 10 lbs of air and see if it wobbles at the same speed. If the wobble goes away or lessens, its the tire. THEN be sure to deflate to the proper pressure
My old fatboy did that and on closer inspection, the front tire was coming apart! There was a split between the center tread ribs that went about 2/3 around the tire. The dealer replaced it under warranty, and sure enough, it was fine.

Oooooooooh! Now that would've been ugggggglyyyyyyyy! I don't wanna even imagine having a front tire shred at highway speeds.
Do search on here this has been talked about alot. Mine was doing that as well only when verly holding the bars at 40. Dealer tightened the stering head bolt and checked the fall away. The wobble quit but still slight vibration at that speed. But mine was only on deceleration and varely holding the grips. There has been alot on the general forum and some good info. Good luck Tom
