Default Modification of Stock Fender for a 21" Wheel?

I'm shopping hard for a 21/18 wheel set and I'd like to use the stock fender at least for a little while. Wanted to get an idea of how many people were able to run the 21" wheel without adjusting the fender due to tire contact and how many people had to? Thanks in advance!

i have the stock fender on my with a 21 x 3.5 on my RG. the gap is tight so you need to watch to see if the tire grows at speed. if so, then drill the two back fender mounting holes out with a larger bit, its either 3/8 or 7/16, be careful not to spin the spaces off the fender, slow and steady drilling. Tilt the rear of the fender up and then bolt it back down. it will create extra space and you should have no worries. I had to do this on a RK i sold that was running a 21.

My friend put a 21x3 on his 06 Road King without any changes to his stock fender. It looks and works great.

Tape a 3/4 inch screw onto the tire and spin it, no problem with the metzler tire in regards to it growing under the fender but I don't know about the avon tire. If you have to, drill out the 2 rear holes with a larger drill bit so you can lift the rear of the fender if you have too to create a little space and spin it again. Sorry can't remember the size of the drill bit, maybe someone else remembers.

I have to modify the rear fender holes to 3/8 to work better with the 21" and avon tyre.

Like others have said drill out the rear holes to 3/8" and then raise the back part of the fender. If you don't do that modification there is a possibility that the tire will rub the back part of the fender so much that it can ruin the paint.
