07s and 08s run hot. All TC bikes run hot, your sitting with a big air cooled engine between your legs. Air cooling means cooling fins radiating heat away from the engine. That's how they're designed.
I do think the early 96" bikes were a little hotter than the 88 bikes, but it's easily addressed. GET RID OF THE Y PIPE! Going to true duals huge difference on my stage II 103 bike. I'll likely go with some sort of heat shield, but don't feel like it's a critical thing.
I've got over 30K on my 07 now, and I'll be keeping this one for quite a few more miles. The older frame bikes do need a swingarm link (bagger brace or similar) and better tires.
I hear more heat problems on models with cats in the pipes but we have 07 & 08 UC wit HD heat deflectors with 54 & 19 K miles not a serious heat issue on either one.Every new year models Harleys are getting hotter and hotter due to tight EPA.
If you are riding in the summer or stuck in traffic they are all HOT !!! Otherwise I don't find my 08 any hotter than any of the others that I've owned or ridden !
