Lowering help.....

I'm short, 5'6" and I lowered my bike with stock air shocks that are available about an inch lower.
Lower blocks are NOT a good consideration. They displace the shock and change it's function. It can also damage the shocks and cause saddle bags to be damaged.
I'm speaking from experience they were on my used bike. The bottoms on both shocks broke off at the mount, the air bags both were damaged by rubbing the frame, the blown air bags busted into the side of both of my fiberglass saddlebags ... not a happy day when I found all this.
The seat is a good suggestion but I found some nice riding boots with a raise tread on the bottom that gave me another inch to reach the ground securely.

Maybe you had something else go wrong to cause all that? I could think of lots of things that would cause those issues. Just saying.....lot's of folks run lowering blocks and have no issues. I agree that it changes the shock angle and new shocks are probably a better way to go. However, I also think there are some substitutes in the world other than spending money for new. This forum will have you buying everything new. You have to be able determine for yourself what you need.
