Those shocks are usually mounted on MUCH lighter weight bikes such as dynas and sportys.

Have you tried the stock height air shocks, that would have come on your bike new?

Add air for more carrying capacity- subtract air for smoother ride.

or there are plenty of performance shocks which have the capacity for the Road king

IF the front end of the bike has been lowered you would have to restore it to stock height or you could have a dangerous handling situation

Bottoming out can result in the tire tearing up your rear signal light wiring, tire damage ( grooving from the seat mount nut) etc.

The 12" shorter shocks can go up to 50lbs air. What pressure do you have yours set at?

if you only bottom out sometimes on the 12" shocks, why don't you go back to the original 13" air shocks? or did you get rid of them?

Like it was said earlier they look like Dyna or sporty shocks.

If they are Dyna's they will be WAY too stiff. Sportys are closer in spring rate and valving but they are a little softer and the eye to eye collapsed length is less so you will probably bottom out on something else on your bike besides the shocks. I.E. tire hitting the fender etc...
