I am 5'5" and can flat foot all of the touring bikes. Am I comfortable on them? No. 08 RKC fits fine. They changed the frame in 09, us short legged guys don't stand a chance w/o slamming and/or a new seat.
I am 5, 7in I had the front lowered on my 08 SG and loved it. never hurt the handleing one bit. rode great never bottomed out. Would do it again in a hart beat. Dealer did it before I brought bike home.

I am having the same issue on my 2011 Street Glide. I have not found it a big issue not to be able to flat foot, I hold it up just fine. A narrower seat would probably go a long way. Good info here to gain the extra support of being able to.

My suggestion is bring the bike back. This has to be the most ridiculous post I ever read. I guess your a RUB who never tested the bike just bought it cause it looked cool. Now you ask what to do cause your feet aren't flat.... give me a break how did you not realize it when you bought it oh yeah my original assumption just bought it and had no idea what you were buying. Sorry to be negative but this forum is for real help not nonsense questions just to post something. I am 5"8 and my feet are flat maybe your fat wallet is lifting you off the seat. Be a biker not a wanna be. Un real these posts and so many people entertain this which is more frustrating.
Got to admit that was a bonehead move, buying a motorcycle that's too big for you. Boots, seat, lowering kits: Boots are cheap, seats are expensive, and a lowered SG rides like a jackhammer. Welcome to the wonderful world of HD ownership, enjoy you 20k starter kit.

i have a 2011 RG with the same seat iam 5"7 with no problem sitting flat footed.i did buy a road 6 custom rear lowering kit dropped an inch and everything is good.
I had the same problem when I got my 2010 Road King. I lowered it one inch front and back and that worked great. I have sense put a Danny Gray Big seat on my sled and love it. It lowered me two inches and back about 1". If I had it to do all over again I would have changed seats first. You are going to end up making a seat mod anyway, (as I did), might as well do it now and see how that works for you. With that said, I don't mind my sled being lower, I like the look and don't notice any sacrifice in ride quality.
