It probably is part of the HD garage door opener system but whatever it is it looks like it is missing a cover. I would take it off and heat shrink the wires to avoid it shorting out.
I'm going to try and trace the wires back and see where they go. Hopefully they just plug in somewhere. I was trying to figure out what it was before I unplugged it. By the shape of it, it looks like the HD garage door opener transmitter according to the picture on the HD Parts site, only the cover is missing maybe.
It is the garage door opener transmitter. It is not missing a cover. The circuit is encased in epoxy. It is hooked into your high beam switch.
No need to remove it. It doesn't draw any current.

1flhtk4me - No, I am not the original owner. Purchased it last fall just as the snow was falling and put it away for the winter. Just now breaking it out to get it ready for the riding season.
Beemervet - I also saw that site, that's why I was thinking it had something to possibly do with the HD garage door opener. "HD" is printed on the board. I also noticed there is a little black push button switch by the ACC switch, also something I would expect with an opener of some kind.
