It all depends on your riding and what you like. U have them on my E glide. Took them off for a bit but they went back on to stay. My engine definatly runs cooler with them on, but then they were designed to direct more airflow across the motor. I ride in all kinds of temps from 100+ degrees to 40 degrees. But, I don't spend much time riding at slower speeds. The great thing about ND is all the open country with very few towns or large cities to contend with.
Also, on my Eglide, I have the adjustable wings on the fairing. I can deflect wind away from me or towards me. If I am just cruising around town then I turn my deflectors to get a little bit of airflow behind the lowers and the fairing.
