I just picked up a new 11 Ultra classic. I'm wanting to do something about the exhaust. Can I just install the jackpot dynotuned mufflers without doing the stage 1 air filter and dynojet?
Yes you can, but I wouldn't. The new bikes are already running too lean (for an air cooled engine) The narrow band O2's have a 'window' that they can compensate in. If, by adding slipons, you move out of this window, it can't compensate enough. All bikes don't respond the same to the exact same mods. I had an '07 Night Train that everyone said I could add slipons with no problem. Well, as it turned out, it pinged like B*tch after the install. I thought maybe it was a timing issue, so I mixed some 110 octane unleaded race gas in the tank and it still sounded like it was going to ratlle itself to death. Other guys did the exact same thing to theirs without any ill effects. Do it right the first time, get some type of tuner and put your mind at ease. (I did a Stage 1 with PC V to my '09 RG and the difference in the way it ran was nothing short of amazing) Most of the folks on here who have kept their bikes stock just don't realize how much better these new bikes run when given the proper amount of fuel.
Will be replacing my Jackpots (slash-up) and OE headpipe with 4" Rineharts and Dresser Duals later this week if you're interested in some gently used ones.
To reduce heat and have that good Old Fasioned Harley sound, replace the entire exhaust system with a catless version. No Tuner or down load needed if you are doing just the exhaust.
The jackpots sound good but they are on the quiet side. I like the performance I get with the total stage 1 package with the dyno tuned jackpots. I also like the sound on the quiet side so they are perfect for me. They have a little bark when you get on the throttle.

The best advise is to check with the exhaust manufacturers. They will tell you that the ECM will need to be re-mapped to compensate for the increased airflow.
But, you CAN just install the mufflers.
You CAN never change your oil.
You spent over $20,000 for you Harley, why be cheap and not get a $200.00 tuner.
