Not sure what bike you have, but when I had the same issue when I did the a/c on my 2011 RGC. I ended up removing the seat and using a 2x4 to lift up the tank "just enough" for me to get my hex tool in to reach the two bolts holding the bracket in place. I think the bolts are loctited in, so be patient.

On a similar note, once the bracket was removed, I ended up hacksawing off the ends of the bracket at both shoulders, then reinstalling it so I could reclip the wire harness to the new a/c. I painted it black again before install too. Here is an April thread I started on the subject with pics.

Honestly, it's really not that difficult to remove the tank. Four bolts and the quick disconnect fuel line on the '09+ bikes.

Don't see the need to remove the tank. Just remove the bolts under the seat and jack it up a bit with a block of wood or something similar. Why risk scratching it by taking it off. Just my .02

You don't have to do anything with the tank use a short allen wrench but be carefully around the tank

I didn't remove the tank or lift it up either. Just used an allen wrench. It's a slow process but that's the only difficulty.

My Allen keys weren't long enough, the ones for the 3/8" ratchet were too long. Took all of 90 seconds (if that) to prop up the back of the tank... Two bolts and a small chunk of 2x4.

And keep in mind that my mechanical aptitude is about as good as my ability to think of an analogy to having a really poor mechanical aptitude.

Short ball-end Allen or lift the tank.
