As I read here you rear ended someone before because they slammed on the brakes. Now you had a similar type of accident. Maybe you are following to close? Most of us do. When you are to close you allow the person in front of you to control your actions. With proper distance you can choose to slow, not stop, change lanes etc.
As far as the azzhat leaving the scene (if he/she was actually touched) there is no excuse. Always stop and render assistance then sort out who owes who what.

if you rear end somebody you need to work on safe riding/braking technique.
Bad enough going down cause of some *******, but to have your daughter involved sucks big time. Trust me I have 3 daughters, I know. Glad to hear it wasn't serious. Hope it doesn't scare her away from bikes.
