HELP! truck lite flashing

i just installed a new truck lite on my 06 ultra and i must say it is very bright, but once i started the motor one side of the high beam started to flash like a stobe lite, has anyone else had this happen. i removed the headlight and found the back case of the lite has almost 7 volts on the case (checked with a meter) could this be a defective lite. i purchased the lite from eastern performance. i'm useing the visor style trim ring and the clamp bolt area bounces on and off my spot lite bar ever so slightly when the motor is running thats how i get the stobe effect it shorts the case out. if i take a jumper wire and go from the trim ring to ground half of the high beam lites up.

Sounds like the factory wiring in in series, each bulb should be in parallel (have it's own + and -). If dual filament 2 + high-low beam, 1-. The 7 volt reading is a voltage feed trough the bulb looking for ground (negative).
