If its not long out of warranty and / or if its a known issue HD might replace them. I would ask you dealer for help - supposedly they have a customer good will budget for things like this.

No, there is nothing that can be done. The problem is not the chrome, it is the bond between the chrome and the metal, there is none. Looks like the wheel was not prepped correctly before being chromed. It can be painted chrome so it is not so obvious, I doubt that will look good and it will continue to peel.
That really sucks about the rim. Just a thought, do you have the ex. warranty with tire & wheel plan? I believe that if you do, the tire & wheels are covered under the warranty.
If so, I would start looking for big curbs, pot holes, etc.

This would be the other option. The tire & wheel coverage doesn't do anything for cosmetic issues, but if you should tragically bend a wheel........
