Luggage Rack Plugs?

I filled mine with plastic fender plugs available from Lowes. They give a nice smooth look and cost just a buck or so for four of them.

Ditto on that, I didn't like the flat black look so I stuck the plugs in a piece of cardboard and spay painted them gloss black. As for water, I have washed the bike several times and have not noticed any leakage. But they are not going to hold out water for hours of riding in the rain.
