First place I'd try is your local hardware store. You may also try Mcmaster-Carr.
For a custom touch you could use some chrome studs (like license plate bolts) put a O-ring underneath them.

I remove my rack when I am not touring because I think the bike looks better without it (I have the old style rack rather than the new Air Wing rack).
Here are some pics of the fender plugs I was talking about. They do a good job of plugging the mounting holes without calling attention to themselves, especially on a black tour-pak.
