I'm curious which are louder the Jackpot 4" or the Pro Tour mufflers. I've decided on the Jackpot Stainless Steel 2/1/2 head pipes and now wondering about performance vs volume of the two mufflers. I don't want too loud.

The tests were performed using a 2009 (catless) Touring model with stock headpipes and Stage 1 air cleaner.
Adding Fuel Moto's S/S 2/1/2 headers will bump those numbers up a tad.
I doubt you will see a marked improvement with a 'muffers only' upgrade.
To maximize the performance return on your investment, you'd have to spend a bit more and do the Stage I upgrade. For an additional $225 (approximately), you can add a Big Sucker air cleaner and Nightrider fuel management and gain 7-12 HP in the process. Now, THAT'S bang for your buck!
